[Xfce-i18n] New German translation of xfce4-xkb-plugin

Hi! 

Atteched is a new German translation of xfce4-xkb-plugin. It is only the
de.po-file. Please have a look at it and add it to the repository. 

Also I think, there is a little typo:

#: ../panel-plugin/xfce4-xkb-plugin.c:445
msgid "Per applcation settings"
